This needs to be more than a casual familiarity - tinkering with the app for an afternoon isn't enough. Can this be Office? Maybe, but the bar has to be pretty high - writing a paper isn't enough. Not enough: using photoshop to import a picture, convert it to black and white and resize it.
Examples:
A student creates a document that flows around pictures, with hyperlinks and styles (a better example for an Office app.)
A student uses photoshop to balance the color settings, merge photos together and create masking layers or something that better represents what a student who has taken a semester of digital photo does in the classroom.
A student creates a video of an interview, intersplicing cuts from different cameras while the audio rolls and uses picture-in-picture to illustrate what the speaker is talking about as she talks.
